The Senior Civil Engineer within the Civil & Structural Engineering Division at Sound Transit will be a key member of the Federal Way Link Extension (FWLE) project team, the largest design-build procurement project for the agency. The Federal Way Link Extension is a 7.8 mile extension of light rail service spanning from SeaTac International Airport to the City of Federal Way slated for delivery in 2024. Within a matrixed organization, this position will support the FWLE project as a key resource providing oversight and ensuring consistency with design efforts during the final design and construction of the project. As part of an integrated team, this role will also coordinate with third parties including utility companies and other transit agencies, and serve as a resource in resolving complex design issues.

Under general direction, performs advanced senior level professional engineering duties in assigned area of responsibility, including those related to project management and contract administration; ensures work quality and adherence to professional engineering standards; coordinates assigned activities with other divisions, programs, Departments/Offices, and outside agencies; serves as a professional resource on resolving changes to design, claims, and other related issues; and responds to questions and inquiries from the general public, contractors, consultants, engineering professionals, and Agency staff regarding engineering information related to area of assignment.

Essential Functions

  • Serves as right-of-way expert in property rights and property acquisition; works with the engineering design teams to identify temporary and permanent property rights that are required; coordinates and works with agency real estate, legal, and property management divisions; creates property acquisition cost estimates and schedules; represents civil engineering in negotiations with property owners, in mediations, and in trials; works with construction management and outreach during construction to interpret property rights, interface with the private property owners, investigate property owner claims, and administer temporary construction easements; after construction, works with Agency Operations and Facilities to interpret property rights acquired from private properties, to develop property maintenance plans, and to negotiate access agreements with property owners.
  • Reviews budgets for construction contract and construction management contract; reviews pay applications for construction contract; approves provisional sums; and prepares requests for proposals (RFPs), WDs, and change orders; provides support to assigned project directors and managers by identifying critical engineering issues; evaluates alternative solutions; and provides recommendations for the preferred approach; organizes and provides technical expertise and administrative support to the construction management teams.

Education and Experience:

Support includes but is not limited to design reviews, construction submittal reviews, structural analysis reviews, alternative reviews, etc. Ensures projects are meeting Sound Transit and local agency standards.
  • Collaborates with staff in the Safety Department and Operations Department in evaluation of existing structures for Link, Sounder, and ST Express. Support may include but is not limited to bridge inspections, developer reviews, and engineering analysis for load ratings and modifications to the system.
  • Provides support to the department/division and others on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

Skills/Requirements: Minimum Qualifications
Education and Experience:

  • Bachelors Degree in civil engineering and six years of structural engineering experience with heavy civil structures including aerial structures, mined and cut-and-cover underground structures and tunnels, parking structures and maintenance buildings; preferably in a rail or transit related environment.

Required Licenses or Certifications:

  • Valid state driver's license.
  • A valid Professional Engineer license issued by the State of Washington.

Preferred Licenses or Certifications:

  • A valid Professional Structural Engineer license issued by the State of Washington.

Required Knowledge of:

  • Operations, services, and activities of an engineering and construction program.
  • Complex principles and practices of structural engineering.
  • Construction means and methods typically used for transit facilities and structures.
  • Principles and practices of contract administration and management.

Physical Demands/Work Environment

  • Work is performed in a standard office environment. Some field work may be required for inspections.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, and extreme noise when conducting site visits and working in the field.
